A downtown construction site needs an exemption to the city’s noise bylaw so it can work around SkyTrain hours.
City Point Real Estate Development Co. Ltd. Is currently building a 33-storey residential highrise at 618 Carnarvon St. The development includes encapsulation of the SkyTrain guideway next to the development, with the space above to be used for vehicle parking and outdoor open space for the building’s residents.
On Nov. 15, council granted an exemption to the city’s construction noise bylaw from Nov. 15 to March 31 (excluding the period between Dec. 24, 2021 and Jan. 1, 2022), to allow work to be done between 8 p.m. and 5 a.m. This will allow Urban One Builders to install the pre-cast walls and panels needed to encapsulate the SkyTrain guideway at 618 Carnarvon St.
“Overnight noise disturbances are expected,” said a staff report.
According to the report, this work cannot be done during regular construction hours because of TransLink’s restrictions on construction activity when the SkyTrain is operating. Council had previously approved an exemption avowing this work to be done between July 5 and Oct. 30, but Urban One Builders encountered a number of unexpected delays.
